(令和2年8月6日配信分「多文化共生社会の実現に向けて」)

 

 

 皆さん、こんにちは。

 

 

 今週の8月3日、オープンしてから1年を迎える北海道外国人相談センターを訪問しました。

 北海道外国人相談センターは、北海道在住の外国人の方々に安心して暮らしていただくため、在留手続きや仕事のほか、医療や子育て、教育などはば広く生活に関する相談対応を、英語、中国語、韓国語、ベトナム語、タガログ語など11言語以上で行っています。

 また、北海道は広いことから、札幌から遠い市町村で生活している外国人の方々が相談しやすいように、センターの職員が道内の各地域で相談会を行っています。

 センターの職員や相談員の方は、「外国語に対応できる医療機関が少ないと感じている」といった課題や、相談者の方々から「母国語で正しい情報が得られる」と感謝され、やりがいを感じているとお話されていました。

 また、新型コロナウイルス関連の相談も多く寄せられており、職員の皆さんが、新型コロナに関するさまざまな制度などについて毎日勉強しながら対応されてきているとのことです。

 私からは、道内の多くの外国人の方々にとってわかりやすく、正しい情報をお伝えするため対応していただいている職員の皆さんに感謝を申し上げ、「これまでに作ってきた信頼関係をこれからも大切にしていただきたい」とお願いしました。

 新型コロナウイルス感染症は、多くの外国人の方々にも大きな影響を与えています。こうした中、道では、8月から9月の2ヶ月間を、「新北海道スタイル集中対策期間」として、道民の皆様、道内事業者の皆様に対し、改めて感染拡大防止の実践を呼びかけています。
 これからも、北海道で生活されているすべての方々が、安心して暮らすことができる北海道づくりに取り組んでまいります。

“On the Realization of Multicultural Coexistence in Society” (Distributed August 6, 2020)

 Dear Readers,

 In celebration of the one year anniversary of its opening, I visited the Hokkaido Foreign Residents Support Center on August 3.

 The Center has provided consultations on a wide range of issues, such as immigration procedures, employment, medical care, child-rearing, and education, among others, for foreign residents in Hokkaido, so that they can live here with peace of mind. These consultations have been conducted in more than eleven languages, including English, Chinese, Korean, Vietnamese, and Tagalog.

 Furthermore, as Hokkaido is a very large place, staff of the Center have visited the various parts of Hokkaido in person to hold consultation meetings, so that even foreign residents who live in cities, towns, and villages away from Sapporo—where the Center is located—can easily consult with the staff.

 The Center staff and its consultants told me about the various issues that they have discovered in the course of their work, such as the low number of medical institutions who have services available in foreign languages. However, at the same time, they said, they feel a sense of accomplishment when the people who consult the Center express their appreciation at the fact that they can get accurate information in their native language.

 Recently, there have been many inquiries regarding COVID-19, so the staff has been studying up on the various systems and programs related to COVID-19 on a daily basis to deal with the various inquires.

 I expressed my appreciation to all the staff members that have made every effort to supply accurate information in an easy-to-understand manner to the foreign residents of Hokkaido. I also asked for their cooperation in continuing to expand upon those relationships they have built with foreign residents, and asked them to continue to build up that trust.

 COVID-19 has significantly affected the lives of the people of Hokkaido, including many foreign residents. During these tough times, we, the Hokkaido Government, have designated the next two months of August and September as “the New Hokkaido Style Concentrated Countermeasures,” where we will call for the people of Hokkaido and those who operate businesses in Hokkaido to redouble their efforts and practice measures to prevent the virus from spreading.
 I have committed myself to creating a Hokkaido in which all people in Hokkaido can live together easily and peacefully.
